The production Gold Monitor should not depend on one organisation or one feed. Source independence and failure diversity are part of the design.

Verification pipeline
Collect, normalise, cross check, detect conflict, assess confidence, reconcile and certify.

Data revision rule
Historical revisions should not become arbitrary retroactive confiscation. Future issuance can adjust until authorised supply returns to alignment.

When data is uncertain
If the evidence cannot support a reliable certified result, issuance pauses. Uncertainty does not become discretion.
