One verified gram of cumulative extracted gold conceptually authorises a maximum of one NUOR under the current baseline.

Verified new primary extraction may create additional authorised capacity after Genesis according to the quarterly process.

Recycled gold creates zero new NUOR
Jewellery recycling, recast bullion, central bank sales and movement of existing gold do not expand the historical quantity extracted from the earth.

Quarterly discipline
The system observes, verifies, reconciles, certifies and then authorises. It does not create monetary capacity from noisy daily estimates.
