Offline capability is a core architectural requirement because network unavailability should not automatically make already authorised private value unusable.
Connected remains preferred
NĪNUOR recommends connected transfers whenever reliable connectivity is reasonably available because current certificates, security status and reference data can be checked more effectively.
Local communication
Potential local transports include NFC, Bluetooth, BLE and Wi Fi Direct. The transport moves the transaction but does not define the money.
Additional offline risk
Stale certificates, interrupted sessions, compromised devices, replay and double spend require stronger controls when live infrastructure is unavailable.
