Legitimate bearer value must carry authentication that an authorised NĪNUOR issuance authority can create and wallets can verify.

Wallet certificate
An authorised wallet receives a signed credential that can support offline authentication between compatible wallets.

Production signing root
The issuer signing authority is systemically critical and should ultimately use isolated root keys, HSM controls, rotation and multi party authorisation.
